The security establishment, comprising the Islamic Revolutionary Guard Corps, the Basij paramilitary, the regular Artesh military, and intelligence agencies, advocates for restoring deterrence capabilities and maintaining military readiness. In contrast, the elected government under President Masoud Pezeshkian emphasizes economic reconstruction, trade expansion, oil revenue generation, and diplomatic engagement. The succession of Mojtaba Khamenei as supreme leader has preserved the formal institutional structure for resolving such disputes, but his appointment has not automatically transferred the political weight and credibility accumulated by his predecessor over decades. Mojtaba maintains established relationships within the IRGC, providing him a foundation of support, yet these connections do not necessarily extend command authority across the broader military and security apparatus.
