Despite his lack of military background, Fedorov had earned recognition for his work as minister of digital transformation and brought that reform-oriented approach to his defence ministry responsibilities.
Upon taking office in January, Fedorov identified systemic problems within Ukraine's military structure, including chaotic management, frequent rotation of commanding officers, non-transparent weapons distribution, bureaucratic obstacles, and resistance to reform from the General Staff led by Commander-in-Chief Oleksandr Syrskii. He advocated for data-driven decision-making over loyalty-based appointments and sought to modernize the armed forces through technological innovation.
Fedorov implemented sweeping military reforms centered on advanced technology. He expanded drone capabilities, particularly mid and long-range unmanned systems that disrupted Russian supply lines and destroyed ammunition depots, fuel storage, and air defense infrastructure. He also promoted artificial intelligence-driven drones capable of autonomous target identification and increased deployment of ground robots for logistics and casualty evacuation. These innovations are widely credited with shifting the military balance in Ukraine's favor.
However, Fedorov's reform agenda created friction with Syrskii, the 60-year-old general who maintains operational control of combat planning and strategy. While Syrskii earned praise for defending Kyiv and expelling Russian forces from northeastern Ukraine in 2022, he has faced criticism for reported indifference to soldier casualties. His resistance to Fedorov's changes ultimately contributed to the minister's removal.
The public response to Fedorov's dismissal has surprised analysts, with citizens expressing strong support for the reformer and suggesting potential political challenges for Zelenskyy as his approval ratings decline. Some rally participants have indicated they would support Fedorov for higher office, viewing him as a symbol of modernization and integrity.
