Israel indicts settler in rare charge over Palestinian activist’s killing

An Israeli settler has been formally charged in connection with the death of a Palestinian activist in the occupied West Bank, representing a rare legal action against an Israeli civilian in this context. The indictment, filed in Israeli district court, names Yinon Levi and includes charges beyond the primary manslaughter count, specifically armed trespassing and malicious property damage. According to Israeli human rights monitoring, such an indictment had not been brought against an Israeli in the West Bank since 2019.

The victim, Awdah Hathaleen, was a 31-year-old educator and father of three who died in July 2025 during a confrontation in the village of Umm al-Khair. The incident occurred when settlers brought heavy machinery into the area to prepare land for an unauthorized settlement. Video documentation, including material reportedly recorded by Hathaleen himself, captured the shooting. A subsequent investigation by Palestinian rights organization Al-Haq used video evidence, witness accounts, and geospatial analysis to reconstruct the incident, determining that the fatal wound matched Levi's firearm and that no Palestinians present were armed.

The investigation also documented that Levi was filmed working alongside Israeli military personnel to identify Palestinians for detention, while an ambulance attempting to reach the wounded activist was prevented from reaching him as Israeli soldiers and police remained present. Hathaleen had previously worked on an internationally recognized documentary and was known for hosting international activists. Levi's legal representation has rejected the charges as incorrect and indicated plans to contest them in court.

Levi had previously been subject to sanctions imposed by the United Kingdom and European Union for violence against Palestinians, though such sanctions were lifted following the return of the US administration in 2025. Israeli rights organizations have characterized the indictment as exceptional, arguing that systemic impunity for settlers and military personnel reflects deliberate policy rather than isolated failures. According to these groups, at least 1,100 Palestinians, including 240 children, have been killed in the West Bank by settlers and soldiers since October 2023. Current data indicates a significant escalation in settler violence, with attacks now occurring at an average rate of 190 monthly incidents in 2026, attributed to organized networks and armed settler groups.
