Seventh round of Israel-Lebanon talks begins – what’s on the agenda?

Diplomatic negotiations between Israeli and Lebanese delegations have resumed in Rome under US mediation, with discussions focused on implementing withdrawal mechanisms through designated pilot zones in southern Lebanon. The talks represent the seventh round of negotiations since the establishment of a ceasefire framework in June, though the agreement has not yet translated into substantive military disengagement.

The Lebanese delegation includes high-level political and military representatives, among them former US Ambassador Simon Karam, current Ambassador Nada Mouawad, and Brigadier-General George Rizkallah leading military discussions. Additional participants include legal adviser Antoine Sfeir and land-surveying expert Najib Massihi, reflecting the technical complexity of implementing territorial arrangements. Israeli officials at comparable levels are also participating in the three-day negotiation session.

The underlying framework, agreed upon on June 26, established a sequenced process whereby Lebanese military forces would gradually assume security control over southern Lebanese territory contingent upon the verified disarmament of non-state armed groups, primarily Hezbollah. The agreement does not mandate complete Israeli withdrawal from the approximately 20 percent of Lebanese territory currently under Israeli occupation; instead, it calls for progressive Israeli redeployment with two designated pilot zones where Lebanese forces would incrementally assume full security responsibility.

Military operations have continued despite the ceasefire agreement. Israeli forces have maintained their occupation of southern Lebanon and conducted near-daily strikes, citing alleged Hezbollah violations of the ceasefire terms. Since fighting escalated in March following Hezbollah's retaliation for earlier US-Israeli strikes on Iran, more than 4,000 people have been killed and over one million displaced from their homes.

The conflict between Israel and Hezbollah has roots in the broader regional tensions stemming from the February 28 US-Israeli military operations against Iran. A previous ceasefire in November 2024 ended fighting related to Israel's operations in Gaza, but the current southern Lebanon conflict represents an ongoing flashpoint. The seventh round of talks will determine whether the pilot zone mechanism can finally facilitate meaningful Israeli withdrawal and Lebanese military redeployment.
