Hearn, who competed for the United States at three Olympic Games, stated he was cycling near the pool when he stopped to examine what appeared to be peeling sealant material. His legal team characterized his arrest as an effort to deflect attention from construction deficiencies. The renovation project itself had drawn scrutiny after Trump selected a contractor without competitive bidding, and the company had no prior government contract experience. Following completion, the pool's new lining began to peel and algae blooms appeared in early June, prompting Trump to attribute the problems to vandalism and resulting in multiple arrests.
