Chelsea fined $13.5m for FA breaches, avoid Premier League points deduction
Chelsea FC received a £10 million fine from the English Football Association for 74 historical rule breaches, primarily related to third-party investments and intermediary dealings. The club self-reported violations following its 2022 takeover by Todd Boehly and Clearlake Capital, and successfully appealed an initial six-point deduction, though it faces a suspended two-window registration ban through June 2027.
Chelsea FC has been sanctioned by the English Football Association following an investigation into historical regulatory violations that the club itself disclosed to authorities. The breaches, numbering 74 in total, centered on FA Rule E1.2 and involved improper arrangements concerning third-party investments and work with intermediaries. The violations came to light after the club's ownership change in May 2022, when new stakeholders Todd Boehly and Clearlake Capital initiated a comprehensive review of the organization's compliance practices.
An independent regulatory body initially imposed a six-point deduction alongside a £10 million financial penalty. However, Chelsea mounted a successful appeal against the points deduction, which was subsequently overturned by an independent appeals board. The £10 million fine remained in place and was not subject to appeal; the FA confirmed that these funds will be directed toward grassroots football development initiatives.
In lieu of the points deduction, Chelsea now faces a suspended two-window registration ban that extends through June 30, 2027, restricting the club's ability to register new players during specified transfer windows. This sanction follows additional penalties imposed in March, when Chelsea received a record £10.75 million fine from the Premier League for separate regulatory breaches, along with a one-year first-team transfer ban suspended for two years and an immediate nine-month restriction on academy player transfers.
Chelsea stated that it had cooperated fully with all regulatory bodies throughout the investigation, voluntarily disclosing thousands of documents and working transparently with authorities. The club emphasized its commitment to compliance moving forward.
