According to the administration, the expanded pledge will include 200 additional utilities, data centre developers, and states. The commitment requires hyperscalers, AI companies, and associated utilities and data-centre developers to secure every kilowatt their facilities require and cover all infrastructure costs, ensuring consumers do not bear the financial burden of AI's energy demands.

President Trump addressed gathered executives and governors at the Environmental Protection Agency, emphasizing that communities hosting data centres would experience economic prosperity. He urged participants to convince their communities to embrace such facilities, framing the decision as a choice between local benefit or allowing opportunities to pass to other regions.

However, analysis by consulting firm ICF projects that electricity demand from AI data centres could increase monthly utility bills between 15 and 40 percent by 2030. Public opposition remains substantial, with a Gallup poll indicating seven of ten Americans oppose AI data centre construction in their areas, citing concerns about utility costs, quality of life, and AI's broader societal impacts. A Johns Hopkins University poll found approximately 60 percent of respondents expect AI to increase inequality over the coming decade.
