Who is Khalil al-Hayya, Hamas’s newly elected political chief?

Hamas announced Monday the election of Khalil al-Hayya to lead its political bureau, marking a significant leadership transition for the Palestinian organization. The appointment follows the death of Yahya Sinwar, who had assumed the role after the earlier assassination of Ismail Haniyeh. Al-Hayya secured his position through a runoff vote against former political chief Khaled Meshaal within the movement's General Shura Council, after neither candidate achieved the required majority in initial voting. The selection aligns with Hamas's 2021 internal framework mandating that top leadership positions reflect the organization's key geographical constituencies.

Al-Hayya, born in Gaza City in 1960, brings extensive experience in organizational and diplomatic roles spanning decades. He obtained advanced degrees in Islamic studies from institutions across the Middle East and Africa, and served as dean of student affairs at Gaza's Islamic University. A founding member of Hamas established in 1987, he endured imprisonment and torture during the first Intifada uprising in the late 1980s.

In recent years, al-Hayya has held critical positions managing the organization's diplomatic affairs and Arab-Islamic relations. Following the October 2023 outbreak of conflict, he served as Hamas's chief negotiator in ceasefire and captive exchange discussions mediated by Qatar and Egypt. Operating primarily from Qatar, where Hamas's political bureau has been based since 2012, al-Hayya previously survived an Israeli assassination attempt in the country last year. He will complete the current electoral term, which extends through 2027.
