Syria’s Al-Sharaa reshuffles security and intelligence leadership

Syria's transitional government has announced a significant reorganization of its security apparatus, concentrating authority over multiple agencies under a single powerful official. Interior Minister Anas Khattab has assumed the additional position of head of the National Security Bureau, which oversees the country's various security organizations. The restructuring also included the appointment of Abdul Qader Tahan as head of the General Intelligence Service, Hussein al-Salamah as deputy head of the National Security Bureau, and Mulham al-Shantout as assistant interior minister for security affairs.

According to analysis from the Atlantic Council's Syria Project, the reorganization reflects an effort to formalize power structures that existed during al-Sharaa's previous administration in Idlib, where Khattab previously managed both intelligence and policing functions that later overlapped with responsibilities held by other officials. The consolidation places the General Intelligence Service, responsible for intelligence gathering, threat assessment, and counterterrorism operations, under Khattab's legal authority.

Syrian authorities characterized the reshuffle as part of a broader initiative to strengthen national security, enhance stability, and remove impediments to the country's reconstruction efforts. The timing follows several security incidents in recent weeks, including explosions in Damascus that killed and wounded multiple people, which authorities attributed to ISIL-linked cells. Additionally, customs officials at the Iraqi border intercepted a shipment of military equipment concealed in an oil tanker, which authorities claimed was destined for Hezbollah.

The reorganization occurs within the context of Syria's transitional government, established approximately one month after former President Bashar al-Assad departed to Russia in December 2024, ending decades of Assad family rule. The al-Sharaa administration has sought to present itself as a reform-oriented, unifying government while working to bring Syria's fragmented security structure under centralized control.
