China’s Xi Jinping launches new AI alliance: What is it?

China has established a new international coalition focused on artificial intelligence governance, signaling its intent to shape the global regulatory landscape for the technology. The World Artificial Intelligence Cooperation Organisation, formally created on July 16, brings together 29 founding member nations including Indonesia, Brazil, Malaysia, South Africa, Russia, and Pakistan. The initiative was announced at a major technology conference in Shanghai, where Chinese President Xi Jinping delivered remarks emphasizing the need for collaborative rather than unilateral approaches to AI development.

Xi framed AI advancement as a shared global opportunity that should benefit developing nations equitably. He highlighted China's role in providing capacity-building support to countries across Africa, Latin America, and Asia, while cautioning against what he termed the overextension of national security concepts in AI policy. The Chinese leader stressed the importance of maintaining human oversight of artificial intelligence systems through regulatory frameworks, technological monitoring, and emergency response mechanisms.

The alliance's stated objectives center on promoting international cooperation and establishing AI regulations that ensure the technology remains safe and beneficial. Analysts view the initiative as part of a broader Chinese strategy to influence how AI policies are developed and debated at international forums, including the United Nations. The move reflects China's significant investments in building a domestic AI ecosystem spanning chip production to consumer applications, positioning the country as a counterweight to U.S. influence in technology governance.
