The tribute characterizes the deceased emir as a visionary leader whose primary concern was advancing Qatar across all sectors, including media.

According to the account, Sheikh Hamad bin Khalifa summoned the current board chairman and outlined his vision for a television news channel that would operate with substantial editorial freedom, distinguishing itself from conventional Arab media outlets. The emir envisioned a news organization modeled on professional international media standards, committed to independent journalism principles. Construction of the channel's facilities commenced near Qatar Television, with comprehensive broadcasting and satellite communication infrastructure installed alongside a fully equipped newsroom.

Despite his immersion in state affairs following his recent assumption of power, Sheikh Hamad bin Khalifa maintained active oversight of the project's development, offering encouragement and guidance while respecting professional editorial autonomy. The board of directors was established, a director general appointed, and recruitment of journalistic and technical personnel commenced. The channel adopted the slogan "The Opinion and the Other Opinion," reflecting its commitment to diverse perspectives.

Trial broadcasting commenced, and in late November 1996, the first half-hour news bulletin aired, initially providing six hours of daily programming. Early success emerged as journalists and the public recognized the channel as a distinctive voice unprecedented in the Arab media landscape. The emir visited the channel regularly but never interfered in coverage or programming decisions, provided professional standards were maintained. This non-interference strengthened staff commitment to the project as a national endeavor focused on conveying truth from the field.

The channel faced opposition and pressure from both Arab and international spheres due to its strong news performance, talk show programming, and independent editorial policy. However, Sheikh Hamad bin Khalifa's unwavering belief in independent and free media prevented capitulation to external pressure, establishing a protective foundation for the organization's continued operations.
