Between July 2024 and April 2026, the number of people receiving personal independence payments (PIP) for ADHD without work requirements increased substantially, reflecting broader trends in mental health-related benefit claims.
According to the Department for Work and Pensions, the total number of PIP recipients reached four million in April, representing a 2 percent increase from January. Of these claimants, 83 percent were of working age, while 17 percent were of state pension age. Official statistics indicate that the government has approved an average of 40 PIP claims daily over the past two years where ADHD is the primary cited condition.
The data has sparked political debate. Opposition Conservative Party leader Kemi Badenoch suggested her party would restrict disability benefits for individuals with mild mental health conditions, citing the statistics as supporting evidence for reform. However, disability studies experts have questioned this framing, arguing that such characterizations oversimplify the issue.
Mindy Ptolomey, a lecturer in disability studies at the University of Leeds, emphasized that disability benefits circulate directly back into the economy as recipients purchase goods and services and pay utilities. She argued that the focus on ADHD claimants was misleading, noting that these payments represent economic activity rather than money removed from circulation.
Under current eligibility criteria, individuals qualify for PIP if they have long-term physical or mental health conditions or disabilities that affect their ability to perform everyday tasks or mobility. Notably, not all PIP recipients are signed off from work, as employment status is determined through individual assessments within the claims process.
